Elwood thinks we are likely to see this in the next five year – that is we are likely to see one used. In the history of war there is no weapon that has not been used generally speaking because many are created amidst war and so are essential to the military. Between wars spending on weapons is diminished (if you can believe it). We have lived with the dirty bomb threat for decades and none have been deployed mainly because the nuclear countries are wary but there are groups now in charge of countries that don’t care if they die as long as the enemy dies.
The best way to plan for such weapons is to invest in poorer countries and give them something to live for,
