One may imagine when we were few and wanderers that going into a new fertile plain we set up and as others moved in or families grew there was plenty of land to go round. What they wanted was water and food and gradually or quickly, skills they could grow to provide for each other. Somewhere fairly quickly it became obvious and if you had a home on a piece of land you would want to stay and the home and land became power. Your own little bit of authority and that became tribal and today no one cares in the power broking who does what, it is all population numbers, but land is power and everyone wants as much of that as they can grab.
